A workflow is a set of states and transitions that defines the paths that can be taken to complete an issue. Issue Tracking Explorer allows you to customize the workflow to match your organization's procedure for tracking various issues. A state represents a stage in a workflow for an issue. A transition is a path from one state to another. Each issue will move through the workflow states, being processed by various users who input information into the issue throughout the process.
